For creating educational opportunity in the form of scholarships to individuals who were denied public education fifty years ago.

Kathleen Guinan of Crossway Community and County Executive Douglas Duncan of Montgomery County, MD

For creating an education and housing facility that low-income, at-risk families can use as a resource for taking control of their lives.
