Using the ‘Creative Cities’ process to plan for an enhanced cultural district
As part of the Creative Cities initiative, the City of San Buenaventura hosted a "charrette" regarding the future development of downtown Ventura. In December 2002, approximately 60 community leaders gathered to share ideas regarding the vision for downtown, the Cultural District, and the issue of infill housing.

Specific recommendations in relation to the Cultural District included the need to study the feasibility of creating a downtown cultural center, and to clarify the benefits of art-related spending to the local economy, as part of a larger campaign to increase the number of stakeholders willing to invest in the arts and the cultural arts district.

The City decided to partner with the San Buenaventura Foundation for the Arts to address these issues, providing funding for both a cultural facilities feasibility study and an economic impact report. In July 2003, AMS completed the Cultural Facilities Feasibility Study. The study analyzes community awareness of and support for the creation of a cultural center. It defines specific space needs and square footage requirements in modules, by discipline, which can be accommodated in one facility or a group of facilities.

City Council received the Study, instructed staff to include a policy statement and the needs assessment information in the Downtown Specific Plan update and authorized the next phase of research, including the economic impact report, with completion anticipated in Spring 2004.
