Hillsborough County, Florida: Double-Win Budgeting
Hillsborough County, Florida, USA Double-Win Budgeting Strategic planning and budgeting have been directly linked together for the first time in Hillsborough County for Fiscal Year 2006/2007.  Eight (8) major, strategic goals have been developed and the FY 06/07 budget proposal includes over $2.8 million dollars linked directly to achieving strategic goals. Hillsborough County also took another innovative approach.  Many of the strategic goals are funded directly by efficiencies identified by departments as a result of the County Administrator Pat Bean’s challenge to find 3% more efficiency in each budget.  Departments were able to find over $7 million in efficiencies, much of which was plowed back into funding strategic goals.  Strategic goals were funded by efficiencies; a double win for the county! Strategic planning and finding efficiencies is no longer a paper exercise in Hillsborough County.  Budget enhancements are now tied to strategic goals to be achieved.  Hillsborough directly associates its budget with its strategic goals.  This assures that the strategic goals are of highest priority throughout the organization.
